The Royal Corps of Monster Hunters' law enforcement responsibilities are hereby reinstated. The Crown's Lord, his or her Militia, and Purple Dragons garrisoned in a region are the first line of Law Enforcement therein. If a Purple Dragon in service to the Royal Corps of Monster Hunters is present when the laws of the Kingdom are broken, they are hereby empowered to act to uphold the law, in support of the local Lord, Purple Dragons, or militia in the region.

Repeated above with highlight for emphasis about where and when, the Royal Corps of Monster Hunters Purple Dragons maintain law enforcement authority within the boundaries of Cormyr if they are on the scene of a crime as it is taking place. Further, a member of the RCMH also has law enforcement authority in Cormyr for a given circumstance where they have been given a Warrant by a Cormyrian authority with jurisdiction over the issue, such as a local town lord or garrison commander as examples for local crimes. The above does not apply to RCMH Squires unless a special exception is made by the authority in a specific case. However, a squire may attend these matters alongside an RCMH Purple Dragon so long as the requirements above are met. I hope this helps to clarify.

So then this means that the NPC purple dragons will respond to any laws broken, like when when player attacks another or just in regards to PC RCMH PC RCMH can only report an incident to the Corps and can only act on a pc if they have an actual warrant on them for the individual(s)? Sorry for all the questions. would it be possible to list the name of the actual RCMH who can enforce the laws?

Using question marks and other grammar in the future will make things like this much easier to answer. NPC dragons can respond to any crimes. RCMH responds to witnessed events, warrants, and bounties. The RCMH can accept reports and deal with the DM team to acquire warrants where applicable. The listing of the RCMH personnel in the organizations of the realms section has a list of current members, organized by rank.

Non-Player Character Purple Dragons and local militia are both soldiers and police, acting with legal authority. Player Character Purple Dragons belong to the special Royal Corps of Monster Hunters unit (the Purple Dragon Player Guild). RCMH are Purple Dragons who specialize in fighting supernatural threats to the kingdom. They are also a legal authority if at the scene of a crime taking place or when authorized by a Warrant to police a specific (and probably very dangerous) criminal matter.
